Bonus-malus simulator: your level and third-party premium over six renewals

Enter your situation, your premium and any claims: the tool applies the official scale, level by level, and shows what each renewal changes on your third-party liability premium.

Guide updated: October 2026

In Luxembourg, the third-party bonus-malus is set by the Grand-Ducal regulation of 11 November 2003: the same 25-level scale, from −3 to 22, applies at every insurer. This simulator applies its rules as they stand. Choose your situation, enter your current level and premium if you have them, add the claims you want to test, and read your level, coefficient and estimated premium for each of the next six renewals.

* Four-year rule: after four consecutive claim-free years, the level is brought back to 11 at most. Every new policy starts at level 11, including for an additional vehicle; your insurer can tell you your current level, from −3 to 22, and consecutive claim-free years only matter above level 11. A claim that stays below the excess, or that you repay to the insurer within 4 months of being notified of its payment, does not count.

Scale and rules from article 11 of the Grand-Ducal regulation of 11 November 2003, consolidated to 6 April 2024. A claim-free year only counts if the policy ran for at least 10 months of the observation period. The percentage applies to the third-party base premium, which each insurer sets freely; without a premium entered, amounts apply it to the €30 to €50 a month observed at level 11 in August 2026 for third-party only. The 45% minimum assumes no claims after year six. Damage cover follows its own rules.

How to read the result

  • The level: your position on the scale at each annual renewal. The lower it is, the less you pay; −3 is the best level, 22 the worst.
  • The coefficient: the percentage of the reference premium that corresponds to that level, from 45% to 250%. It comes from the table in article 11 of the regulation and does not vary from one insurer to another.
  • The premium per month: if you entered your current premium, the simulator derives your reference premium from it and applies each year’s coefficient. Without a premium, it applies the coefficient to the €30 to €50 a month observed at level 11 in August 2026 for third-party cover alone.
  • The asterisk: marks a renewal where the four-year rule brought your level back to 11.

The rules applied

Every new policy starts at level 11. Each claim-free year moves you down one level, as far as −3; each claim paid to a third party moves you up three levels, as far as 22. After four consecutive claim-free years, the level can no longer exceed 11, whatever malus was built up before. A claim that stays below the excess, or that you repay to the insurer within four months, does not count, and only claims that led to a third party being compensated move the level up. Your level follows you from one insurer to the next: switching never resets it.

These rules concern third-party liability only. Partial and full casco are priced on each insurer’s own grid, which the simulator does not model.

What the simulator does not know

It does not know your insurer’s reference premium, which each company sets freely, nor the options that protect your bonus after a claim. To understand the mechanism in detail and the levers that bring the premium down, read our article on the bonus-malus in Luxembourg. Your questions, answered

Which level should I enter if I am arriving from another country?

Without a recognised history, you enter at level 11: leave “New policy” selected. If your insurer has given you a level on the basis of a foreign certificate, choose “Existing policy” and enter that level.

Why does the result bring my level back to 11?

That is the four-year rule in article 11 of the regulation: after four consecutive claim-free years, the level can no longer exceed 11. The simulator flags it with an asterisk on the renewal concerned.

Is the premium shown the one I will pay?

No. Each insurer sets its reference premium freely, and damage cover comes on top of third-party liability. With your current premium entered, the result gives a faithful order of magnitude of the bonus-malus effect on the third-party part; without a premium, it relies on the €30 to €50 a month observed in August 2026.

Is what I enter stored?

No. The calculation runs entirely in your browser; nothing is transmitted or kept.
